Today is Day One of Yavapai Silent Witness’ CATCH 22 Program and the Prescott Police Department is asking for your help in locating fugitive Cesar Castillo Islas.
In September of 2024 it was reported that Islas had committed sexual conduct with a minor. The victim told investigators that the alleged conduct had been on-going for a period of four years. After a thorough investigation was completed, a valid nationwide warrant has been issued for the arrest of Cesar Castillo Islas.
Islas is 39 years old, 5’0”, 140l pounds with a tattoo on his back, a scar on his lower left jaw, and a partially amputated left ring finger.
Islas is an undocumented immigrant and has stated he was going to flee to Mexico, however, there have been recent reports he is in the Prescott Valley and Prescott area doing odd jobs in construction.
