Neither Prescott City Councilman Brandon Montoya nor Councilwoman Cathey Rusing violated open meeting law. That is the conclusion of the Arizona Attorney General’s Office.
That office began an investigation after receiving several complaints that the two council members violated open meeting law. One Prescott resident alleged Montoya shared confidential information from an executive session with a member of the public regarding candidates for city manager. The Attorney General’s Office concluded there was insufficient evidence proving Montoya violated open meeting law.
As for Rusing, the AG’s office states Councilman Montoya accused her of disclosing confidential executive session information at an open meeting, mainly relating to the termination of then Airport Director Robin Sobotta. The Attorney General’s Office determined Rusing kept her comments general and did not violate open meeting law.
