Prescott area state Representative Selina Bliss has introduced a ballot referral aimed at protecting girls’ sports in Arizona. The proposal, HCR 2003, would require school sports to be designated as male, female, or co-ed, and limit participation based on an athlete’s original birth certificate.
The measure also adds privacy protections for girls’ locker rooms and showers, following partial court blocks of a similar 2022 law. If approved by lawmakers, the question would appear on the November 2026 ballot.
Bliss says voters should decide the issue to ensure fairness and consistency for student athletes.
Twenty-seven states have enacted similar laws.
